You can't sponsor brother/sisters. They don't qualify under family class for you. Only spouses, parents, and their dependent children.

In order to sponsor a sibling or other relative, you would need to be single, no kids, no family living in Canada, and parents both deceased.

If he wants to come, ask him to apply via skilled worker class.
