My parents came to Canada a week before their PR expired. They've applied to renew their cards and still are waiting. My mom had to go back to our home country because my grandmother is sick. My dad is still in Canada with me. My question is that once their new PR cards arrived to our Canadian address, can I send my mom's PR card to her oversea over the post office? Thanks a lot.
 
No problem at all to mail PR cards out of the country either using a courier or post, just depends which one you feel more comfortable with should you want to track delivery. As you probably know your mum will need her PR card or a PRTD to be able to travel back to Canada.

Canada doesn't care if you courier PR cards. However make sure your home country has no issue with it, for accepting the delivery.

Also note that IRCC randomly selects some PR card renewals to be picked up in person. So if this is the case, your mom will need to come back to Canada herself to get the PR card.

Hopefully they met the RO at time of applying for PR renewal, and she will still meet RO when she eventually returns.
