can i report to such agent anywhere

According to the website of www dot iccrc-crcic dot ca/home dot cfm ,those consultants who r registered member of this website can represent to client for immigration purpose.

But what if the consultant is not registered with this site and he misguide people on immigration, employement can i report him anywhere?
I noticed 1 consultant who misguides people on immigration.
I know he is scamer

plz reply i want to take further action on him.

If the Consultant isn't in Canada, then your only course of action is in your home country.

Thanks for your kind reply.
But the thing is their main operation runs from canada office located at brampton,ontario.
Now in my home country he runs franchisee of that office.

the question is whom to report and where?
i had enough proof to report him like email sent by him,brouchers etc.

he charged my friend 500$ just know his immigration option
once again thanks sir.
