Can I re-apply for PR which expired through spouse who is a PR staying in Canada?

Hi,
A friend of mine and his spouse did landing in Canada years ago, then he left Canada and his PR expired but his wife has stayed in Canada with her PR still active.
Can his wife sponsor him through a new PR application?

Yes. However he must officially renounce his PR status first. Only his PR card has expired. Technically he is still a PR.
