I know how to run a machine shop. I’m not worried about the licensing. I need to know weather I can work through my business or no. Because I’m not dumbing 400k to creat other opportunities except for me.

No you cannot work. You cannot open a business. A Canadian or PR has to own the business with you as a partner.

I’m investing 400k there has to be some path.
Since you didn't study in Canada, I think the Rural Entrepreneur may be you only possible option.
Just listing the first 2 requirements. But it's a long process and your plan needed to be selected. And the whole point of this is to provide employment opportunity for Canadian in rural areas where there aren't many jobs. (may be not many businesses too)

Why will it be dumb? Like someone invested 400k in public-listed stocks and still make money when they realized the gain or receives dividend income.

Federal start up visa is not an option. What province? Ontario is closed. Having cash is not just the only thing but approval with your business model aka body shop.
My shop will be in Alberta. The equipments would worth 200-250k.

i expect to hire 9 people immediately after I open my machine shop. I literally don’t want the pr. I just need to jump up my business at the start then I’ll hire a manager later one.

I’m not investing in stocks.
This is a real business not a bridge to get residence. I don’t plan to live there after 1 year. I need to establish my business and work it up for a year then hire a manager. I don’t plan to live there for rest of my life

Then look into this stream. It's nice to have a new employer for 9 ppl in the rural area.

If you don’t want to secure residency or live in Canada this plan makes no sense unless for nefarious purposes.

I don’t want to live there permanently. Probably 1 or 2 year max till the business stand on their feet.

I don't need a work permit. Just clarifying that $250K doesn't buy much in the way of machine shop equipment and I'd hazard to guess wouldn't employ 9 people, especially in the current climate. We are in a major center and I can't find machinist for the equipment I have.

Yes and hiring 9 workers (assuming some are machinists and some just general workers) won't be cheap in Canada.
Their salaries can get up to 250K pretty quickly.

From my understanding I can open business but I can’t get work permit. This is such a ridiculous idea to invest.
