Can i invite my parents and my 18 years old brother to canada on my convocation. what are the chances of getting visa for my brother?
 
Yes, you can write a letter for invitation to anyone.

The real question is, Will your invitation has a weight in their application? will the application be approved?

The answer is:
The onus of convincing the officer is on the applicant itself, not on the inviter.
Your brother, father and mother need to show very strong ties to home country to be approved.
The ties can be showed by (some examples) as below:
- Own properties
- business
- Job
- Ongoing Education
- Job work prospects higher in your home country
- Bank balances
- Family back at home, such as parent to take care of, wife/kids to take care of.

They need to convince the officer that they will RETURN TO HOME COUNTRY AFTER COMPLETION OF THEIR VISIT OTHERWISE THEIR DAILY LIFE WILL BE DISTURBED.
Its always tricky to convince the officer and you need solid reasoning.

a 1-2 page cover letter with tables and brief explanation of each tie will help. Make sure the cover letter is precise. Officers don't have time to read a newspaper related to your life. It should be concise and very to-the-point information. Moreover it should be clearly visible and not in dull format.
