can i get nominated by manitoba pnp with welder(4 bands)

i have over 17 years of experience as a welder.
i have 2 friends in manitoba who are willing to sponser me .
the problem is . will i get nomination with 4 bands?(listening 4.5,reading3.5,speaking 4.0,writing4.5)
please help me with this
my ielts is going to expire in march 2015

i heard that some jobs can be nominated. do anyone know about what kinds of jobs they are taking with 4 bands?
