Can I get marriage with my fiance who has no legal status in Canada

I want get marriage with my fiance, but he has no legal status in Canada, he is living for almost 2 years. Please I need an advice in regarding of that if is possible to get marriage in Canada or is better in his country, and then I can sponsor him.

As mentioned, as long as he had valid government issued ID's he can and that he can marry you. Provide documentation that he is legally single or divorced.
