Can I get full points of work experience with 2174 and 0213?

Hi experts

Is 2174 consider for points in FSW-cat1 ?
My exp is :
2<exp<3 on 0213
1 exp on 2174
3 exp on 2174

I want to know can i get all 21 points from work experience or not?

2171 - System Analyst (2 yrs 9 months)
2173 - S/W Engg (1 yr 2 months)

Will I get 17 or 21 points under Work Exp?
