Do you know which PNP program? Each provinces has several programs with different requirements.

PNP is an immigration program. So you wouldn't get a work permit through PNP, you would get permanent residency through PNP based on having the right kind of job in that province and also other criteria.
 
Why wouldn't they be able to obtain an LMIA if 1. There is no one applying for the jobs. 2. They can't hire enough employees?.
An attorney advised me on this because he said alot of canadians dont like to do these jobs and Tim Hortons in particular hires foreigners..........
By foreigners probably meant international students who usually come with a permit , desparate to fill their part time hours and not necessarily someone from the US without a permit.

Just be wary of fake job offers that come through agents or so called immigration lawyers.

With an employer such as Hortons or Mcdonalds would expect a face to face interview, would that not even be normal in the US ?
