Though I got my study permit application approved in early 2020 (technically visa started from October 2019), I couldn't travel because of lockdown and restrictive orders. Now as it's easier to travel, I now decided to travel. But my visa expires in November 30. Unfortunately, when I decided to travel, the rule changed and new DLI list with COVID-19 readiness plan came into implementation. My college says it will be listed on November 17. Now, I'm waiting for 17. However, I need to inform college about my travel and quarantine plan 5 days before my travel. So, I will have to get a flight for 22 or later. So, I wanted to know if is it safe to travel just before my visa expires. Since I have to be in quarantine for 14 days, will I have enough time to extend my visa? My visa is study permit and category is multiple.

Visa(sticker in passport) and study permit(doc you get at airport) are separate things, you only need visa to travel not to remain in Canada, to remain in Canada you need a valid study permit.

Extending a visa or permit is entirely online process as long as you have the required documents. If its the permit that is expiring you might be able to get longer date at the airport, not sure but wouldnt hurt to ask before they print it out.
