Can I expcet OOPNP nomination ? And Ielts query !

Hi,

I have a ECA approved Bachelors Degree from India, with one year of work experience. I have 1.5 years of Canadian work experience too. How long before I expect OOPNP nomination under CEC? To qualify under FSW program in OOPNP you need 67 points from 100( I have 64 points), is this correct? Can I increase my EE score by getting higher band in IELTS writing ? My profile is as follows :
