I would like to do 2 postgraduate certificates of 1 year but I'm afraid of not having my study permit extended for the second certificate. So I'm thinking about applying to the student permit with an acceptance letter of a 2 year program so that I can get my permit valid for 2 years. Then I would enroll in the first 1 year program (without ever starting the 2 year program) and right after it ends I would start the second 1 year program, using the same visa. (e.g. if first program ends in august, i would start the second program in september)

Does anybody know if this would work? Can I do both programs using the same study permit or I would have to renew it anyway? Also is it allowed to change programs without even starting the one that I got my permit based on?

It is better to get your visa for the first one, then renew it on the second.

If you apply for a visa for a program that you will not do, exactly, it will increase the chance of having problems in the future. certainly end in problems for you.

But it's allowed to change programs, right? Even institutions. If I just say "i wasn't sure of which one of these programs i actually wanted to do, so i applied to the visa with this one but then changed my mind", that doesn't sound bad at all, or does it?

You can certainly do that. Don't listen to those who say that you are going to end up in trouble. You are allowed to change programs. Moreover Study Permit doesn't indicate which program you are studying (except very rare cases). Yes, CIC knows what program you applied initially and got you Permit for, but no rule forbids you to change programs.
 
The thing here is not about ending up on a trouble...

Is about doing things the right way then, you certainly will have less troubles later.
Specially if you want PR.

I do want to apply for PR later. Do you think this could bring me any trouble with getting PR?
 
It certainly works, you have choice to change your course and college on arrival and it is allowed by cic also.There will be no problem at all while applying for pr.Many people who cannot opt for their choice of program due to their background studies being different and chances of visa rejection,change their program on arrival in canada.All this is done under cic rules, colleges inform about your change of program to cic.So no need to worry at all.

One more question though: my plan is to enroll directly in the 1 year program (not in the 2 year program and then change to the 1 year after I'm in Canada). When I enter Canada, do I have to show them the enrollment documents and can that affect my study permit? For example, my permit is valid for 2 years but when I land I show the officer that my program is of one year and then he does something that makes my study permit only valid for one year.
Does this make sense? Is this possible at all?
 
Changing the course after arrival in canada is best and safest method, you can get the offer letter from other college but pay fees and get enrolled on arrival in canada.That way you only show the program offer letter which gave you visa to the border officer.
