can i change my application to Quebec??

Any one have idea if i can change my application to Quebec as it is more fast ???if yes do you think they will start processing from zero like new applicant ?

You can not change your application to Quebec but you can make a new application for Quebec and yes, it will start from scratch.

that's right. Quebec PR is a little faster(I guess about a year or so) as compared to other provinces but you need to be fluent or atleast intermediate in FRench

There are actually people who have gotten their immigration to Quebec without French but then you must score very high points elsewhere.
