Can I apply without Ielts in Canada

Hi I’m Redwan. Recently completed Pearson IGCSE O-level . I got 7 Grades which is (A) in 6 subjects and 6 grade which is (B) in 1 subject . So, My question is I got 7 grade which is (A) in Pearson English Language-B . If I apply with out any English test like: Ielts or duolingo and I got offer letter from the college and if I apply for VISA would I get rejected for English language Test?

A IELTS is suggested to get your permit but not required for non SDS. Duolingo is not accepted. If you have a very strong profile, you may get it without IELTS.
