Can I apply under new rules of 2015?

Hi there,

I have applied under FSW program on Nov 2014 with estimated points of 70, and it has been received on 12 Nov. 2014. However, I haven't received any reply (neither acceptance nor rejection) from CIC yet. I would like to know if I can apply under new rules now? Does it make any conflict or problem in my prior file?
