Can i apply under EE?

I have applied for PR under CEC in sep 2014, no AOR, sent my BOWP paper application with no AOR, still waiting ..I am wondering if I get my BOWP approved (hoping by end of this month). can I apply under EE for CEC? I have no LMIA, have 1 year plus work experience in canada under noc b code, ielts test from aug 2014 and have my 4 year high school diploma and post secondary 2 yr college diploma from Canada as well. Will it be a good idea to apply under EE since my CEC is already in process? i knw it wont have 600 extra points for LMIA

thanks for the reply..but im jst wondering since im on implied status meaning my pgwp already expired and im waiting for the decision to be made on my bowp can i still go ahead and apply for EE? what happens if i dont get the invitation to apply? what happens to my cec application?
