I have some questions regarding this topic, I was 17 when my family applied with me as refugee, our application was declined and we left the country. its over 8 years already and thankfully we are better at our country. I am married and got a stable job, so me and my wife want to visit Canada for tourism and visit some family. I am wondering If I can apply even with the previous status. if yes, it would be a normal application like anyone else or I have to do something diferent.
 
You can apply, but chances are high it will be refused. You will need to show significant ties to your home country as well as sufficient funds, etc to overcome their concern you will overstay or claim asylum again. If your parents didn’t pay for the transport from Canada, they may ask you for those before they process the application. Most importantly, be honest about everything. IRCC has an extremely long memory.
 
We did not want any problems with the country at the time we left, we voluntarily left before anything, as well paid for our tickets.

Do you and your wife have a travel history of visiting other visa-required countries such as the US, UK, Schengen, Australia, NZ after you returned to your home country?

You can certainly apply for the TRV. You will have to through the ARC process to return since your refugee application was declined. Make sure you are 100% honest about your immigration history in your application.

My wife does not have any of those Visas, I do have Visa for USA, I have been there a couple of times. Also my wife and I have been vacationing in the past years in other countries that do not require visa

IMO, you must first build some travel history by traveling to other visa-required countries before you and your wife apply for Canada TRVs.

Employment is not a compelling tie on its own. Someone can decide to return to a job or may decide to take a break from work for several months.

You must have other strong ties:
Property/land ownership + dependent family members (in this case your wife intends to travel with you.... and I'm assuming you don't have any children that you would leave behind in your home country) + a good financial situation that will ensure you will return to your home country + some travel history (especially as your refugee claim was pretty recent + no idea about the current economic/political situation in your home country), etc
