Can I Apply for Work Permit while Family Class Sponsorship app in progress?

I am a couple months into the process as a sponsored spouse. My app has already been sent from CPC-Mississauga to Buffalo. If I received a job offer today from a Canadian employer, would I be permitted to submit an application for a Work Permit as a temporary resident? My job category would fall under the special circumstances listed here: http://www.cic.gc.ca/english/work/special-tech.asp
so I assume the Work Permit would normally be granted fairly quickly. But does my status as having an application for permanent residence already in progress complicate matters?
