Can I apply for the skilled worker permanent residence while I am living in USA?

Hi,

I am a Mexican living in USA. I am a Computer systems analyst. My husband just got a job offer in Ajax ON and he's starting the process to get a temporary work visa. My questions are:

1) Can I apply for the skilled worker permanent residence while I am living in USA?
and
2) Can I still apply for this Visa while my husband applies for his temporary work permit?

3) If I apply for the skilled worker permanent residence, In his application for a temporary work permit should we include my information?

I hope somebody can answer my questions I am about to make this desicion and I would like to do the right thing.

yes you can apply provided that you were legal in the USA for only the first year( means you've entered legally to the USA)
doesn't matter what is your status now,otherwise you have to apply from Mexico
you have to apply through buffalo office NY
