Can I apply for Spouse Open Work Permit before Applying for Spouse Sponsorship PR

Is it an option to apply for SOWP without applying for PR.
I want apply for my spouse from Inside Canada.

My spouse Visitor status has expired recently and we want to apply for SOWP before PR since getting Spanish Criminal Record for Spanish PR will take a long time.

Can we apply for PR without a Criminal Record Certificate from said Country ?
Is it we can write a letter to IRCC while applying for PR without Criminal Record explaining the delay and long process of getting the Spanish Criminal record Certificate and provide the said certificate at later time ?
