Don’t know about Toronto, but in Vancouver it was closed at the airport. The soonest you can apply is as soon as you arrive and it would be delivered to you directly before you get out of the quarantine

Not necessarily. If OP has a lease, or a renting contract, then they can apply online. Just a signed page of landlord and tenant that has an address of the unit is enough for them. Plus, you can open a bank account in person without SIN
