Can I apply for Express Entry with job offer and LMIA from Quebec?

I am now working for an company located at Montreal, QC with work visa (but sometimes my work place is not in Montreal, QC). I have the job offer and LMIA (I could only work for this employer during my work visa valid duration). Can I apply for Canada immigration by Express Entry (EE) with the job offer and LMIA? I heard the news if I have the LMIA (I am not sure whether my LMIA is applicable to the EE), I could obtain 600 score automatically in the ranking system, and the current invitation score is around 470-480, so is that mean I could be invited directly in the EE with my LMIA?

No, you cannot.
EE is specifically for people who do not plan to live in Quebec.
