As of now I have less than 1 year of canadian work experience, can I apply for EE? as me and my spouse studied in Canada, have good IELTS results, we get sufficient EE score..

Is it possible to apply for EE and create a profile without work experience?

No - you can't.

You need to wait until you have one year of full time work experience.

I am a bit confused; isn't Express Entry an overall score based system? and we can apply as long as we collect the required score?

It's not just about points. You also need to meet the minimum requirements. One of the minimum requirements is to have at least one year of work experience.
 
To also add on to what @scylla said- not only you have to have 1 yr Canadian work experience but also it has to be in NOC 0, A or B

Only for Canadian experience class or even under other streams as well? I mean Foreign Skilled worker Stream, etc?

Only for CEC. For FSW, you need to have at least one full year of foreign work experience.

Honestly, just go to IRCCs website and do some reading, all this information is there. Use their tools and it will let you know what program, if any, you qualify for.
