Can I apply for EE + SINP if I have applied employer sponsored work permit?

I am a network engineer and an employer from NS has agreed to offer an employment, but the duration is not guaranteed may be 8 or 18 months, not sure exactly. In this condition, if employer initiates the process, can I create EE and apply for SINP (I have 69 points and eligible to apply) ? Will any process interfere another ? Please let me know your advice please.

You can apply for SINP. Check to see if your NOC needs a license.
