Can I apply for a diploma in a business and entrepreneurship if I have a degree in science?

Am currently employed as a biotechnologist but started a business in animal feed production for a year is it advisable to apply for a diploma in business and entrepreneurship program or my chances of refusal are high?

Diplomas have a very high chance of refusal. Considering that you have begun working, your age must be quite high as well.

I would suggest you opt for a Master's program.
