Can I apply for a different program if my first SP application is refused?

I am just wondering- if the rejection letter stated that your program is not in line with your educ. or work background, is it possible to apply again for a SP under a different program entirely?

You can reapply. As for chances, it will depend on the strength of your profile. You need to address all reasons for refusal.
