Can dependent PR be applied for Spouse though he is not in Canada?

Hello all,
I am working in Canada from last 2 years on WP. I recently got married and my husband is in India.

I am planning to apply for my PR and my husband's dependent PR.

My question is Can I apply for my PR and my husband's dependent PR from Canada, while my husband is still in India? Does he needs to be in Canada for filing his dependent PR? (Note my husband does not have a visitor's record yet so he cannot land into Canada until he gets one).

1. You include him as a dependent on the application, he doesn't have to be in Canada, his visa will be processed in India.
