No, until a status is given a dependent child can not go to school,
unless he/she pays the necessary fees as international student,
which is very expensive.
You can speak with the principal of the school that you want your
dependent child to know if he allows your child to attend classes
without actually registering, but that will be decision of the principal.

In some cases the principal will allow,
but every school is different.

as suggestd above, it's dependant on the provence, city, school district and specific school. i would suggest starting there and be open to the fact that information may not be available online, as it's not a common concern for canadian citizens. it may actually require you to call the city/school board/district/school to find out what their specific policy is.

There have been several people who have successfully enrolled children in school while they are here as a visitor awaiting PR. It depends entirely on the school/school board. The Canadian step-parent should be the one taking the child in and requesting enrollment.

Hi,

I am sponsoring my husband and his 15 years old son. We went to the school ours sons will be attending (I have 2 sons of mine, 15 and 12) to visit and explain that we were in the process of a family class sponsorship. My 2 sons are canadians so no problem but my step son is French so we ask about what happen if we didn't receive his PR by september. The answer was that since he was living with me for more than 2 years I was the one who will enrolled him and the school will be able to accept legally and will kindly wait for him to receive his PR and his BC care card.
So by August 2016, even if my husband and his son don't have their PR, wich is mostly going to be the case, we will all fly to BC ( my husband and his son with a 6 month visitor visa, a return ticket and still an adress in France) and the 3 boys will start school in september.
Hopefully we will received their PR before the end of their visitor visa, worse scenario we can ask for extending their visas. 8)

Just be careful with this process as the school might consent..especially seeing that the Education Act would not deny a child (under 18) an education if they or parents are unlawfully residing in Canada (well for Ontario's Act at least) or in this case under a temp status.

However, CIC may look at this differently and it could have a negative impact on your FOSS record if you inform CIC and proceed solely on the the schools approval. Most schools especially principal's would initialy push away from this approach of studying without proper permits, however you could also try approaching a Parish belonging to that school (for Catholic schools) and/or the District School Board members.

I believe that the application route through CIC as a foreigner was quoted around the figure of $10k per child.
