If her job is skilled in NOC A, B or O, then you can apply for a TRV and and an open work permit. If you receive an open work permit then you can establish a business if you wish. There is no guarantee that the TRV/OWP will be issued, or that when her work permit expires that she will be allowed to remain as an Immigrant. So you should what would happen if you open a business, and then after 2 years you have to leave Canada.
