Can anyone with experience tell me the processing time of Authorization to Return to Canada processing time?

In my case, applied ARC in july 2013, and called for fingerprints in september 2014, since then no updates. very frustrating experince at New delhi.
Which visa office you are dealing with?
In which category you have applied for?

does anybody know how long is the ARC processing time in Vienna?

ARC time varies from case to case actually. You must make a strong case. By the grace Almighty, mine has been granted within 2 months, I applied on May 2015 and my Passport Request has been sent recently via Email, this August 5th.
There fore I would advise you to make your case for the ARC cover letter as strong as possible. Apologize as much as you can to the Canadian Govt, let them know why you should be allowed. Also, your sponsor may email the visa office at spore.immigration @international.gc.ca
The emails from your sponsor are very valued by the immigration officer, however Idk about the visa office at Vietnam, the email address I gave you is for the Singapore Visa office. There must be one for Vietnam as well.

Thank you. I am the sponsor and I have sent emails in June, July and August inquiring about his application but all I get is that the application is still under review. I just got my Mp to inquire about it and the VO responded to my MP that he passed his background check, his medicals expired in July but according to the Mp they are still good until next year and that there is no timeline about the processing of his ARC. In September I can send another email, what do you suggest I should write, I have already pleaded with them numerous times and i really don't know what else to do

They should be responding to your mails since you are the sponsor, try explaining them your need for it?
I hope they reply soon. Good luck!
