well, Winnipeg isn't that much costly as compared to Ontario/Vancouver/Alberta. In around Winnipeg, you need minimum CAD $400 to $450, which includes all basic utilities, to rent a room in a shared flat. (at the most with one more person!). For food, its better to use your both hands. Self cooked food is "much cheaper" thn anything else. You can spare around $150 to $200 for it. For transportation, I am not sure if your University provides free bus passes (Like University of Victoria provides!), but in all you can do well in around $700 CAD (for winnipeg only!)

*In Winnipeg, just outside of Asper School of Business, (University of Manitoba), my cousin (a student) is paying $350 CAD for one month rent in a shared flat + Internet Bill + $100 to $150 for self cooked food.
