Does anyone know if you can enter Canada if you are applying for permanent residency while living in the US? We want to get my husband's fingerprints electronically in BC so that he can get the results within 3 days. Paper based fingerprints take an average of 18 weeks and so far we've been waiting for the results since Nov. We sent off an email to Immigration to find out but so far no response in 2 weeks...we plan to go April 27th...and not sure if we will hear from them by then. Thanks.

Yeah you can, just make sure your husband has STRONG ties to the USA to show that he will NOT over stay. Just be warned that with the PR in process, the officers might refuse him thinking he won't leave. As long as you show strong ties to the US, there shouldn't be a problem really.
 
Thanks Parker, what might be some good evidence for strong ties...our lease? he doesn't want to tell his company he's leaving til it's the last month before we move.
 
a lease, and proof that he is employed. that should be enough!
