I am under the Alberta H1 Visa Category Nominee. Can i pay CIC fees $550 ONLINE?

nope you cannot. You have to either pay it through a bank draft/certified cheque or using your credit card.
 
I can use usa issued credit card right?
 
Yes. but you have to fill the card details on the the payment form that you send along with CIC application.
