Can a person receive Gift deed from other relatives like Uncle or Aunt?

My friend has a situation wherein he is unable to get a gift deed from parents since they are citizens of another country.
Can he receive Gift deed from other relatives like Uncle or Aunt who are citizens of India?
If so please elaborate on the process to do so.
