Technically, student and work permit holders are visitors (temporary residents) with the authority to study or work in Canada.
The Visa in your passport gets you to the port of entry and the authorities there grant you entry and these "authorized" pursuits. The TRV gets you to the door and the person at the door decides what you can do in Canada should they let you in.
Terms and conditions (Ts&Cs) can also limit or broaden the granted authorities and they're on any document that you receive as a temporary resident.
