can a parent apply for visitor visa while processing sponsorship application?

I am going to be sponsoring my parent on january 2 2015. Can my parent apply for a tourist visa while processing the application of sponsorship?

Yes; my cousin did it for his parents; they gave them a 8 yr multiple entry visitor visa (not even a Super Visa) while their parental sponsorship was being processed; his mother even lived in Canada for 2 years on that visa through extensions and by that time they became PR; the entire process took 6 years for them and he visa office overseas was NAIROBI
