Can a government employee apply for visitors visa without NOC and just with self declared emloyment verification letter?

Hi,
I applied for my Mom's visitors visa previously with NOC but it got refused with article 179(b). Now if she has to re-apply for NOC it would take a long time and her higher official refused to provide employment verification letter. can i submit her application with self declared or notarized verification letter and attach the previous NOC with LOE attached?
Will that work?

Any suggestions would be appreciated.

What is her purpose of visit?
You need to try to justify that and show her ability to fund her travel and strong ties to her home

You can use the notarized document and it will be ok

Thank you for your response, how else could we prove her strong ties? any idea please?
 
previous visa application we did submit her paystub, tax document, CA report, Bank statement, NOC from her workplace. even then they did refuse.
