Sister is not eligible for a supervisa. She applies separately for a TRV. You do know that tens of thousands of people have never been invited for PGP. May take years to be invited or not.

Suggest you get a plan B.

Obtain a TRV for all the 3, land in Canada and apply PGP & H&C applications proving ties to home country. Does that work?

IMO this is not a strong option. The H&C path for your sister is risky.

The best option is to qualify and be selected through the PGP lottery and then to sponsor your parents and list your sister as a dependent in their application. I would recommend you aim for that as your first option.

The chances of your sister being approved for a TRV are on the low end. Definitely apply and try. But generally difficult to be approved in these situations. If the TRV is approved, she will obviously be able to visit you in Canada. If the TRV is not approved, then she won't be able to come to Canada until such a time as a PR application for her is processed (this would have to be as a dependent in a PGP application) and that application is approved.
