Can a Canadian PR holder obtain a PR for her older adult sister (origin-India) with autism citing herself as the only dependent after her parents? Parents are still alive with the elder sister in India.
Can she also obtain permanent visa for her parents to live with her in Canada?

No. If your parents and grandparents are alive, you have to sponsor them through the lottery (meet LICO) and include your sister on the application. Whether she is approved as a dependant will be determined through the medical and review process. The program has not been open to new applicants in a few years. It is over subscribed and some people are never selected. You need to meet LICO for 3 years for all family members to be approved. Your sister must be a dependant so assume she has never had a job and requires full-time care.

On another note, can the sister be included in the PR application as a dependent?

The Canadian PR cannot sponsor the sister directly. She will not be classified as a dependent.

Only options are: (1) qualify to sponsor the parents for PR and try to include the sister as a dependent in their application; (2) Have the sister travel to Canada on a TRV and then once in Canada, try to submit a PR application for her under H&C.

Not in the sibling's PR application.

There is no guarantee the H&C application will be approved. If there is family back home that can take care of the sister (such as parents and/or other siblings), then I would say the chances of approval will be very low.

Your sister will qualify for health care coverage (e.g. OHIP) if she is able to secure PR.

There's only the parents and the sister, no other siblings. Presuming all 3 will be in Canada on TRV, while applying a PR for her and the PGP lottery for parents.

She needs an approved TRV first? Has she ever applied for one? She needs to show funds, ties to home country and travel history.

Never travelled to Canada. Planning to go to Canada for this purpose only. All thru lived in Dubai. Travel history- just home and back

What is purpose of travel then? She needs approval and she doesn’t have a strong profile if your parents have TRVs Her application may not be considered as dependant on your parents given her age. IRCC will be concerned she wants to come and not leave. Get a good lawyer if approved for TRV as well as it will be a very long process.

How can you apply PGP? Have your parents been invited? It is a lottery system and you need to meet LICO for 3 years. Some people are never invited or wait years. Have your read through in detail what H&C is? It is your sister, not you, who must prove hardship. It is a lengthy process and if denied and returned home, her chance of coming to Canada again are almost nil.
