Hello guys,
Can a Canadian citizen sponsor a spouse if he doesn't intend to live in Canada.
You may have issues. For the PR application to be approved, you must include evidence/proof in the application that you plan to return to Canada to live here once your spouse's PR visa is approved.

I should clarify...you can sponsor someone outside of Canada, but do you mean you do not intend to reside in Canada once it's done?

In order for the application to be approved, you will need to convince IRCC of your intentions to move back to Canada when your spouse's PR is granted. That may be difficult (and, frankly, misrepresentation) if you do not actually intend to return.

The application was submitted in Feb. 2017 and it was indicated that the sponsor will move back to Canada in Oct. 2017 but the plans changed because the spouse wasn't living in the same country with the Sponsor then but now they live together in the same and the Sponsor didn't mive back in Oct 2017 as indicated in the application form.
How do you deal with this scenario.

Hard to say. CIC may process the application without requesting evidence that you've moved. Or they may come back to you and ask for hard proof that you will relocate to Canada once the PR application is approved. Not much you can do but wait and see what happens.

If you can't satisfy CIC that you will move to Canada once your spouse has the PR visa, then you can expect the application to be refused.

You should submit new proof of when the sponsor is planning to move back to Canada, with an explanation as to why the sponsor did not do so in October, as originally planned. Without proof, they will almost certainly reject the application.
