Ideally your license needs to be valid but for recently expired licenses also they still seem to be allowing it.

Also in Ontario for the DL exchange they are asking for the proof that your DL is valid, so you would need to have something like official "Driver History record" from your California DMV.

Yes, you can exchange it if it is more than 2 years old u can get G license directly.
Great point. Today I went to exchange my Michigan DL issued in June 2018 (2018-2022) and took with me previous expired Michigan DL ( 2014-2018) and even expired 1998 DL from a beautiful BC and expired 1999-2003 DL from Ohio.

No way, the officer said my current MI DL is less than 2 years old and previous MI DL is not valid (expired) and suggested in order to exchange to full G Ontario to get official letter from Lansing, MI stated the date when the first Michigan DL was issued ( in my case - in 2002) to prove at least 2 years of driving experience.

Make sense or not make sense - it's the Canada, all about regulations.

Well, It really doesnt make any sense
I had a DL from Boston, Which was valid till Sept 2020 and was less than 8 months old so they have given me a G2 for 5 years with exchange.

Yes, but to me it is much easier. What I have to do is to order this letter of experience by mail and wait the letter a couple of weeks or get the letter by walk-in ( 80 miles drive to Lansing one way from Detroit) the same day. It's just a matter to get proper document, little delay, that's all.

What a beautiful country Canada - in Michigan the cost for DL is $18US, in Ontario is $90CAD and the roads in Windsor are not better than in Detroit. No complains, just a facts.
