CAIPS note question

Hello guys.
I got my caips notes today,
There is a line at the very bottom of it says:
BF'd File to: Row on: 13 10 2010

Does that mean that I have to wait until the date listed above to get PPR? It's has been 10 months since I sent my application to CIC.
Please advice

It means this is the next date they will review your file to assess the next steps required.

I've already paid all fees required, they didn't ask for any additional documents. Why it's taking too long?
