I am planning to start a business in Canada (probably a automobile workshop or you can suggest based on my capital) but I have the absolute maximum capital of CAD 100,000 and funds for a family of 6 (including my In laws and my spouse and daughter) I am a management professional; whereas my father is an expert automobile electrician with an extensive experience of over 40 years. Is there any way we can start a business in Canada as foreign nationals?

Are you in Canada? You can start a business. you don't need to be a PR or a citizen for that.
The business start up program has been paused. At present, there is no practical way to proceed with your plan. Your funds are probably inadequate to support your immediate family (wife and children) and support your business plans. Your in-laws would have to qualify on their own. Depending on their age, that could be difficult without PGP sponsorship (currently paused as well).

VISA issues aside, that's too low of a fund to start and run a business. Most places would charge you upwards of $10k/mo in rent alone and buying equipment would add significant overhead. You'll further have to get the equivalent of AMVIC. Your management experience is worth nothing as at the start it'll be just you and your family working at the garage. I owned (and sold) a mechanic shop a year ago and my investment just for two bays was way higher than yours (>5x). A two bay repair shop is the smallest for context.
