I am planning to start a business in Canada (probably a automobile workshop or you can suggest based on my capital) but I have the absolute maximum capital of CAD 100,000 and funds for a family of 6 (including my In laws and my spouse and daughter) I am a management professional; whereas my father is an expert automobile electrician with an extensive experience of over 40 years. Is there any way we can start a business in Canada as foreign nationals?

Are you in Canada? You can start a business. you don't need to be a PR or a citizen for that.
 
On visit visa?
The business start up program has been paused. At present, there is no practical way to proceed with your plan. Your funds are probably inadequate to support your immediate family (wife and children) and support your business plans. Your in-laws would have to qualify on their own. Depending on their age, that could be difficult without PGP sponsorship (currently paused as well).
