CIC should have set a priority on our files, rather than giving a year to process. Why would a visa officer process a file voluntarily before the set target date? They will process the November/December 2011 files to meet targets and get their bonuses/promotions. I don't blame them. Is Min. Kenney/CIC is doing a fair practice to us? I don't think so.
So if we don't see any updates/PPR for July transfer cases by November 7 (July 7- Nov 7, 4 months) I think we should send a petition to Min. Kenney's dept.
