One bit of advice:
Your brother must NOT apply to extend his stay. In fact, I recommend he returns home with your parents/one of your parents before the six months authorized stay (if allowed by the border officer)

Yeah he will be here for just a month.. and will return with my parents in the end of july.I am not going to apply extention. If i need visa again. I will apply for visa again. And if he returns on time this visit. He Will possibly get visa again next time. What do you think?

If one of your parents decide to stay back for a bit longer, your brother must return to India with the other parent.

It is difficult to say. It would depend on his personal circumstances at that point in time
