I can't speak for Canada but it sure wasn't the case for the multiple countries I've had to trade my license in (US included). I doubt the Indian RTO keeps any record of anything to be honest...
In India you do have to submit the FIR when applying for replacement DL won't that be a problem? Because it is actually not lost/stolen but you know you surrendered it. Sorry to bother you just trying to look at it from different angles.

I don't know about other states but my local RTO in Andheri, Mumbai I just walked in asked for a replacement. Gave them a photocopy I have of the license & paid a fee.
