Hi, I was wondering if anyone heard anything about a program that you as a Canadian citizen can bring one relative if you have no one in Canada. Do you know how the program is called, and how it all works?

It's often referred to as the "lonely immigrant" clause and it's part of the Family Class Sponsorship. The CIC website has the details at http://www.cic.gc.ca/english/immigrate/sponsor/relatives-apply-who.asp
 
Thanks, it seems it's the same process as for Sponsoring Relatives. I wonder what is the Processing times, and which exactly category it will fall under. Because they have 3 categories: 1. sponsoring Spouse and Children. 2. Sponsoring grandparents and parents. 3. Sponsoring adopted children and other. May be it's category #3.

I believe you are asking about your sister. If you are, then unfortunately you cannot sponsor her through family class since your parents are still alive (per your earlier posts).
 
Note: You can sponsor one relative regardless of age or relationship only if you do not have a living spouse or common-law partner, conjugal partner, a son or daughter, parent, grandparent, sibling, uncle, aunt, nephew or niece who could be sponsored as a member of the family class, and you do not have any relative who is a Canadian citizen or a permanent resident or registered as an Indian under the Indian Act.
Yes, a living, eligible parent trumps a sister.
