BOWP Schedule 1 - Application for a Temporary Resident Visa Made Outside Canada

Hello, attached with my BOWP is the schedule 1 application listed as "optional document". what exactly is this application for? should it be included?

BOWP only allows you to work in Canada. Incase if you leave Canada and want to re-enter, BOWP doesnt allow entrance. Thus, you need to apply for the temporary resident visa to be able to enter Canada.
